REQUEST FOR PROPOSALS
Alger County is seeking proposals from qualified Grant Administrators to provide grant administration and program delivery services for the Alger County Homeowner Rehabilitation Project, funded through the Community Development Block Grant (CDBG) program administered by the Michigan State Housing Development Authority (MSHDA).
Alger County has been awarded $400,000 in CDBG funding. The current project budget allocates $340,960 for homeowner rehabilitation activities and $59,040 for program administration. No local match is required. The County anticipates assisting approximately thirteen (13) owner-occupied households, with maximum assistance of $25,000 per unit.

The selected Grant Administrator will work with Alger County to administer the program in accordance with applicable CDBG, MSHDA, federal, state, and local requirements. Alger County will retain final oversight, monitoring, and approval authority.
PROJECT SUMMARY
The Alger County Homeowner Rehabilitation Project is intended to preserve existing affordable, owner-occupied housing by assisting eligible low- and moderate-income homeowners with critical rehabilitation needs. The program will operate throughout Alger County.
Eligible activities may include health and safety repairs, code compliance, accessibility improvements, structural repairs, roof repair or replacement, plumbing, electrical and mechanical improvements, insulation, HVAC improvements, air sealing, energy-efficiency upgrades, and other eligible rehabilitation activities consistent with MSHDA CDBG requirements.
Eligible properties will generally be single-family, owner-occupied homes that are structurally sound and suitable for rehabilitation. Applicants must provide documentation establishing income, ownership, occupancy, insurance, and other applicable eligibility requirements. Mortgage obligations, if applicable, and homeowner's insurance must be current or subject to an approved plan.
Applications will be accepted on a rolling basis. Projects will be selected based on eligibility and applicable program requirements. Priority will be given to:
· Urgent health and safety needs;
· Veterans;
· Individuals age 65 and older;
· Households that include children; and
· People with disabilities.
Final eligibility and project approval will remain the responsibility of Alger County, with assistance and guidance from the selected Grant Administrator.
PROGRAM ADMINISTRATION STRUCTURE
Alger County will administer the program through a Grant Administrator while retaining responsibility for oversight and monitoring of the CDBG award.
The Grant Administrator will manage day-to-day program delivery, including outreach, intake, income verification, eligibility assistance, property assessment, scope development, contractor procurement assistance, project management, reporting, inspections, construction coordination, financial documentation, and other services described in this RFP.
FORM OF CONTRACT
Alger County anticipates awarding a fixed-sum contract, subject to applicable CDBG and MSHDA requirements. The proposed fee shall include all costs necessary to perform the services described in this RFP, including personnel, fringe benefits, travel, materials, and other applicable expenses unless specifically identified otherwise.
The $59,040 program administration allocation represents the total current administrative budget for the project and should not be interpreted as a guaranteed contract amount. Alger County will retain a portion of the administration allocation.
PART ONE: SCOPE OF SERVICES
The selected Grant Administrator must be prepared and qualified to provide the following services:
1. General Program and Grant Administration
a. Assist Alger County with implementation of the project in accordance with CDBG and MSHDA requirements.
b. Assist with development and maintenance of program policies, procedures, and Program Guidelines.
c. Establish and maintain organized program and individual project files and ensure required documentation is complete.
d. Assist with required progress, performance, and financial reports and provide ongoing technical assistance to County staff.
e. Maintain systems for tracking applications, projects, expenditures, reporting requirements, and program outcomes.
f. Perform other grant administration activities necessary for successful implementation and closeout.
2. Outreach, Intake, Eligibility, and Income Verification
a. Assist with public outreach and program information.
b. Assist applicants with applications and required documentation.
c. Review and organize applicant documentation and verify household income.
d. Verify owner occupancy, ownership, insurance, mortgage status when applicable, and other program eligibility requirements.
e. Assist Alger County with eligibility determinations and established prioritization criteria.
f. Maintain documentation supporting compliance with the applicable CDBG National Objective.
3. Property Assessment and Scope Development
a. Conduct or coordinate initial property assessments.
b. Identify eligible rehabilitation needs, prioritizing health, safety, accessibility, code compliance, and energy efficiency.
c. Develop detailed scopes of work and reasonable cost estimates for approved projects.
d. Obtain and maintain required pre-construction photographs and property documentation.
e. Identify conditions requiring specialized testing, evaluation, or environmental compliance.
f. Assist the County in determining project feasibility within applicable program limits.
4. Environmental Review Coordination
a. Provide property and scope information necessary for environmental review.
b. Coordinate project scheduling with required environmental clearance.
c. Maintain applicable environmental review documentation in project files.
d. Assist with documentation related to lead-based paint, asbestos, radon, or other environmental hazards when applicable.
e. Coordinate procurement and construction activities with environmental clearance requirements.
5. Contractor Procurement
a. Assist Alger County with open and competitive procurement of rehabilitation contractors.
b. Prepare or assist with bid packages, scopes, specifications, advertisements, and related procurement documents.
c. Assist with solicitation, receipt, and evaluation of bids for cost reasonableness, qualifications, experience, capacity, and past performance.
d. Verify applicable contractor licensing, insurance, eligibility, debarment, and other compliance requirements.
e. Maintain procurement documentation, including advertisements, bids, evaluations, selection records, and related materials.
f. Prepare or assist with agreements between homeowners and selected contractors.
g. Ensure procurement is conducted in accordance with applicable CDBG/MSHDA requirements, County requirements, and 2 CFR 200.318-327.
6. Construction Management and Inspection
a. Coordinate contractors and participating homeowners and manage individual project schedules.
b. Conduct or coordinate progress inspections and monitor contractor adherence to approved scopes of work.
c. Review contractor payment requests and verify satisfactory completion of work associated with requested payments.
d. Review proposed change orders and submit them for required County approval before implementation.
e. Maintain construction documentation, photographs, inspection reports, change orders, and payment records.
f. Conduct or coordinate final inspections and verify completed work complies with approved specifications, applicable codes, contracts, and program standards.
g. Obtain homeowner acknowledgment or approval of completed work when required.
7. Financial Management and Reimbursement Support
a. Maintain detailed records of project expenditures.
b. Review invoices, contractor payment applications, and supporting documentation for completeness and eligibility.
c. Prepare supporting documentation necessary for County reimbursement requests and financial reporting.
d. Assist with MSHDA financial tracking and review change orders for financial and programmatic impact.
e. Assist with mortgage, lien, deferred-loan, forgivable-loan, grant, or other assistance documentation when required by final Program Guidelines.
f. Maintain records sufficient to support County financial controls, monitoring, audit, and closeout.
8. Monitoring, Reporting, and Closeout
a. Assist Alger County in preparing for and participating in MSHDA monitoring.
b. Assist with responses to monitoring questions, findings, or documentation requests.
c. Assist with required performance, financial, and final reports.
d. Maintain project outcome information, before-and-after photographs, and homeowner satisfaction documentation when required.
e. Review program and project files for completeness and assist with final grant closeout.
PART TWO: PROPOSAL SUBMISSION
To be considered, proposals must be received by Alger County no later than 4:00 p.m. on October 1, 2026. A proposal opening will occur at 10:00 a.m. on October 6, 2026, at the Alger County Courthouse, 101 Court Street, Munising, Michigan 49862.

PROPOSAL REQUIREMENTS
1. Firm/Administrator Information. A brief history and description of the firm or individual submitting the proposal.
2. Qualifications and Experience. Qualifications and relevant experience of each person assigned to the project, including CDBG, MSHDA, homeowner rehabilitation, grant administration, and federally funded program experience.
3. Project Approach. A description of the proposed approach to administering the Alger County Homeowner Rehabilitation Project.
4. Availability and Capacity. A description of availability and capacity to administer the program throughout the grant term.
5. Anticipated Hours. Total anticipated hours for each major Scope of Services category.
6. Hourly Rate. Proposed hourly rate or rates, including salary, fringe benefits, travel, materials, and other applicable costs.
7. Fixed-Sum Fee. Proposed total fixed-sum fee for completion of the Scope of Services.
8. Subcontractors. Identification of any anticipated subcontractors and the responsibilities assigned to each.
9. References. Three professional references, preferably involving CDBG, MSHDA, housing rehabilitation, or similar federally funded programs, including organization, contact information, project type, and approximate dates of service.
PART THREE: SELECTION CRITERIA
All responsive proposals will be evaluated according to the following criteria. Respondents must provide sufficient information to allow Alger County to accurately evaluate and score each proposal.

Cost Evaluation
The lowest responsive cost proposal will receive the maximum 30 points available for cost. Higher-priced proposals will receive proportionately fewer points based on the relationship between the lowest responsive proposal and the proposal being evaluated.
Alger County will select the responsible and responsive Grant Administrator whose proposal is determined to be most advantageous to the County based upon the established evaluation criteria and applicable CDBG/MSHDA procurement requirements. The lowest-priced proposal will not necessarily be selected.
ANTICIPATED PROJECT PERIOD
The project will be implemented on a rolling basis. Applications and individual rehabilitation projects will proceed based upon homeowner eligibility, environmental clearance, contractor availability, seasonal considerations, and applicable MSHDA requirements.
Construction is anticipated to continue through approximately April 2028, with final inspections, final reporting, and full disbursement occurring by approximately May 2028. The selected Grant Administrator must have sufficient capacity and availability to provide services throughout the applicable grant period and final closeout.
RESERVATION OF RIGHTS
Alger County reserves the right to reject any or all proposals; accept or reject any portion of a proposal; waive informalities or minor irregularities when permitted; request clarification or additional information; negotiate permissible contract terms; cancel or amend this solicitation when determined to be in the County's best interest; and make an award consistent with applicable CDBG and MSHDA requirements.
Issuance of this RFP does not obligate Alger County to award a contract or reimburse respondents for proposal preparation costs. Any resulting contract is subject to applicable funding requirements and necessary approvals.
